CHALLENGE

Tackling data complexity in social aid challenges

The Department of Social Welfare and Development (DSWD) leads social protection and disaster response in the Philippines through its Disaster Response Operations Management, Information, and Communications unit (DROMIC). However, delivering timely aid is challenged by complex data collection across 18 regions in a disaster-prone archipelago that is home to over 110 million people.

Previously, teams relied on manual processes, fragmented reporting, and outdated estimates. This led to inefficiencies, errors, and delays in decision-making, hindering accurate resource allocation and slowing critical support to vulnerable communities.

APPROACH

From manual reporting to real-time insights

DSWD partnered with Micropinnacle Technology Corporation (MTC) to transform manual reporting into a digital analytics environment using Qlik. Through DROMIC, real-time dashboards consolidate data on affected populations, aid distribution, and response efforts, enabling precise, data-driven decisions.

This improves the prioritization of food aid and resource allocation in disaster-prone conditions. Enhanced data quality, governance, and integrated pipelines ensure accurate, timely insights, empowering faster, more coordinated disaster response.

DSWD replaced manual, fragmented processes with Qlik, creating a single source of truth for faster, data-driven decisions. Near real-time insights enable food aid replenishment within 24 hours, improve resource allocation, and reduce delays caused by conflicting data.

The agency reports 5% to 10% cost savings and greater operational focus. Beyond disaster response, dashboards support budgeting and planning. Easy adoption and improved transparency position DSWD to strengthen accountability and expand data use across operations.
