CHALLENGE

Responding amid crisis

In 2024, devastating floods struck the Brazilian state of Rio Grande do Sul, causing widespread destruction to infrastructure, homes, and public services. The Secretaria da Fazenda do Estado do Rio Grande do Sul (SEFAZ-RS) faced a critical challenge: maintaining financial management and guaranteeing transparency in the allocation of emergency funds during a period of intense public involvement.

Funds poured in from local and federal governments, while individuals, companies, and institutions launched donation campaigns to support recovery. SEFAZ-RS needed a way to track and document every contribution, ensure visibility into how resources were used, and provide reliable, up-to-date information to decision-makers and the public.

APPROACH

From chaos to clarity

To meet this urgent need, SEFAZ-RS partnered with Cluster, a Qlik technology partner, and launched the Climate Crisis Transparency Panel, built on Qlik Sense integrated with Qlik Analytics Platform, in just ten days. The platform combines intuitive visualizations with powerful analytics to deliver real-time transparency into disaster response funding.

A dynamic map allows users to explore how funds are distributed across municipalities, while interactive filters make it easy to view data by initiative, program, location, or expenditure type. The Panel also provides insights into total funds collected and applied, the sources of revenue, and the details of how each amount is allocated. This level of transparency empowers both government officials and citizens to track spending and monitor results.

RESULTS

Transparency at every stage

The Climate Crisis Transparency Panel enabled SEFAZ-RS to track emergency spending from the outset, even while many government systems were still offline. Within six months, the system recorded more than R$13 billion allocated to reconstruction and emergency initiatives.

Since its launch, the Panel has received over 81,000 visits from over 79,000 unique users. This unprecedented visibility has strengthened public confidence and trust during one of the most challenging periods in the state’s history.
