Develops analytical applications that compare data from many different sources, find anomalies, suspicious transactions. These tools focus the attention of auditors on the riskiest transactions, thereby increasing the effectiveness of audits. He developed a new methodology for data analysis for calculating economic and corruption risks in public procurement, which contains 43 risks at all stages from the planning to payments. Over the past 12 years, he has led several large projects in data analysis for law enforcement and regulatory authorities of Kazakhstan: the General Prosecutor's Office, the Financial Monitoring Agency (Economic Investigation Service), the Internal State Audit Committee, the Financial Police, and others. The developed analytical systems revealed various corruption risks and red flags in public procurement, tax evasion, registering shell companies (recorded on nominees), and other violations that cause economic damage to the state. Based on the identified risk factors, auditors did spot checks. In some cases, it was possible to compensate for the damage. And in many cases, they were able to prevent financial losses if the risk was identified at an early stage. The largest anti-fraud data analysis project has brought more than $ 600 million in economic impact.
The sheer volume of public procurement contracts in Kazakhstan makes them impossible to monitor for compliance & efficiency by the relevant authorities, including the The General Prosecutor’s Office, The Financial Monitoring Agency, and The Ministry of Finance. As a result, the annual losses to the state budget were estimated at USD 470 million. The Datanomix team developed an analytical software, using Qlik Active Intelligence, that identifies risky tenders, and contracts, focusing the attention of auditors on items with the highest risks of non-efficient spending. Chris Hansford has more than 40 years’ experience of working in the public sector, both in uniform and as a Civil Servant. Having left school with no formal qualifications, Chris quickly realised that every day is a learning day. Utilising his asset management surveying, project management, accountancy skills and technology experience he has worked as a data, analytics and insight evangelist for Defence, Cabinet Office and the Department for Environment, Food and Rural Affairs. In his seconded role as Principal Business Intelligence Development Manager with the Environment Agency Chris is using this business knowledge to great effect to assist the EA build state of the art (proof of concept) actionable dashboards and reports using the latest Qlik products, both on premise and in the cloud. After graduating with a Digital Communications degree from Lebanon Valley College in 2005 there weren't many opportunities to utilize my education in central PA. I picked up the only job available at the time in the automotive service industry, which lead to working as an associate at Amazon which transitioned into becoming a forklift driver for Arnold Logistics. An opportunity presented itself to join Defense Logistics Agency as a Material Handler which I gladly took. Working in the warehouse isn't where I wanted to be but I knew it's what I had to do to get to where I wanted to be. Working my way through different promotions I left DLA for a position with the United States Army Security Assistance Command where I gained much of my experience in BI and analytics with a Tableau Certification and acquired my lean Six Sigma Black Belt Certification from the Army Material Command in 2011. Being presented with an opportunity to return to DLA in 2015 I was able to acquire my MOST certification for Engineered labor standards as a part of the Business and Technology team in J4. In 2016 I was able to join our Operations and Workload Team where I was earned Qlik Certifications in Advanced Geo Analytics Development, Data Analytics, Data Literacy, Advanced-Data Modeling, and Advanced interface Design which allowed me to develop operational business intelligence applications for the DLA Distribution Enterprise. Some of these applications include our customer order fulfillment performance to all service members, support to the COVID strategic missions for the USNS Mercy and Comfort, Covid Vaccine Operations, Covid Test Kit Mission as well as several others.
The utilization of new capabilities has enabled DLA to advance our mission through the development of understandable and actionable ways Senior Leaders can make decisions and drive change in the organization. We’ve been able to increase the quality and speed of our management decisions, communications, and team productivity.

Keren Zuniga McDowell, PhD, is the Executive Director of District Performance. In this role, Keren oversees the staff team and projects in the District Performance Office. The team’s work includes the Qlik Benchmarking, Analytics, and Management (QlikBAM) dashboards, School Profiles (Qlik QAP), data governance, the School Progress Report on Education and Equity (SPREE), Open Data, and data requests. The District Performance Office is in the Evaluation, Research, and Accountability (ERA) Division, which leads the District’s use of data and evidence to improve outcomes for students. This is achieved through the annual SPREE; QlikBAM; ongoing program evaluations and research; data quality and governance; the comprehensive school planning process; and professional development and technical assistance offered to District leadership, Assistant Superintendents, and Principals. Dr. Zuniga McDowell has over twenty years of experience in evaluation, data management, college access/success, and higher education and has committed her career to increasing educational opportunities for at-risk and underrepresented students. Prior to joining the District, Keren served as the Director for College Success with the Denver Scholarship Foundation (DSF) where she managed DSF’s college success services, scholarships, and research and evaluation divisions. Prior to her time at DSF, Keren served as the Director of the Center for Academic Access and Opportunity at Suffolk University in Boston, MA, where she oversaw the institution’s TRIO college access programs. Keren has also served as the Director of Research and Evaluation for two national non-profits, TERI (The Education Resources Institute) and Citizen Schools. In these roles she developed and led various multi-program, multi-site, large-scale program evaluations and data strategy initiatives.
The School District of Philadelphia (SDP) is focused on improving outcomes for all students and is leveraging its data to do so. Using Qlik Sense, SDP has created a set of internal and external dashboards and KPIs to track progress in each area of student achievement, with shared accountability and progress monitoring across multiple stakeholder groups from internal school leaders, to external partners, and the wider community. This session will share how SDP moved from using static displays of progress (annual reports) to a set of interactive Qlik tools designed to align stakeholders to the District’s Goals and Guardrails, and establish a system of collaborative progress monitoring to ensure all students learn.
